Rate limit exceeded

Hi there, please be so kind and let me know why since yesterday, twice,  I have the message "Rate limit exceeded. Please retry later." I have just one website project and not heavy at all, only few comments. Is this happening only in my case or the server is overloaded with requests? Usually how long should I wait until work again?
